They're just postponing it for two years until they finish building facilities for the Olympics (specifically, a brand new state-of-the-art stadium) in Beijing which will be in the summer of 2008. From the first page of the article:
"Because the Summer Olympics are set for Beijing in 2008, the league will skip 2008 and look to put a game in Olympic Stadium, now under construction, in the summer of 2009."
