Mark Kreidler, of the Sacramento Bee, reports former San Francisco 49ers owner Eddie DeBartolo could return to the NFL if he were to gain the approval of other owners. NFL spokesman Greg Aiello said DeBartolo could come to the NFL with a team he wanted to buy and a deal to make it happen and only need 24 of the league's 32 owners to OK it. Former 49ers QB Joe Montana said, "I think he's wanted to get back in for a long period of time. I just hope other people are ready to accept him who have been in the NFL because he will bring some excitement back as a team owner. He'll be more dedicated than you can imagine." Montana said he would not rule out being part of a DeBartolo ownership group if the right opportunity came along.

I don't see why not. Officially (as in what he pleaded guilty to) all he did was fail to report Crookwards (former Louisiana governor Edwin Edwards) for extorting him.
I personally think he willingly gave Honest Edwin that money so Edwin could grease the right palms and keep a cut for himself, but that's just my opinion so it has no legal standing.
DeBartolo was heavily implicated in the corruption charges that led to the imprisonment of former Louisiana governor Edwin Edwards. DeBartolo testified that he gave Edwards $400,000 in cash to influence the award of a casino licence, claiming that Edwards extorted the money from him. Despite testifying against Edwards, DeBartolo was himself indicted and convicted of misprision of a felony (itself a felony). He was fined $1million and received two years probation, and was banned from ownership of an NFL team by commissioner Paul Tagliabue. He might wait till another commish steps into office.

When he owned the 49ers he was one of the greatest owners in the league. He was great at picking coaches and spent money. Thats somethings the yorks havent done. I would let him come back.
