crappy security camera's

this is a pic of a local bank robber that was posted in our local paper today.
they have camera's that can take pictures from outer space of objects here on the planet are easily identifiable , but when it comes to security camera's all you get is a grainy unrecognizable mess. are banks and businesses so cheap that they opt for the $29.99 camera's , or is there a serious lag in the security camera technology field ?
outside of the dude being bald ,white , wearing glasses, and a red or orange shirt , this pic is totally worthless.
they must be using the same brand of camera's used to capture images of big foot, lochness,ghosts , and UFO's ?

Well, to be fair, the supernatural photo's below are older, if i'm not mistaken. But I get what your saying.

Even cheap cameras should look better than that though, that's awful.

and thats my point...i can get on google earth and indentify my car in front of my house from a camera thats thousands of miles away , but yet a bank camera can't get a clear picture of a guy thats probably less than 20 ft from the camera ...:noidea:

And yet they can get a clear pic of your license plate as you zoom by at a high rate of speed.
