NFL free agent negotiations begin at midnight

A new three-day NFL version of Midnight Madness kicks off at midnight ET as Friday turns to Saturday.

It amounts to a negotiation preseason for agents and teams to shop the market prior to free agency's true beginning when deals can be signed at 4 p.m. ET Tuesday.

During the three-day negotiating prelude, a prospective unrestricted free agent cannot visit with another club (other than his current one) or travel to other team facilities. And no direct contact is permitted between the player and any employee or representative of a club.

The new rule provides a legalized, NBA-like window when agents can talk to other teams in an aboveboard manner, dissuading what had been a wild west mentality of under-the-table deal making

NFL Free Agency 2013: Legal Tampering Begins at Midnight

During that time, no actual contracts can be signed. Instead, teams can work with agents on specifics that can be made official at 4 p.m. on Tuesday. Agents are important in this time period, as contact with players on other teams is still disallowed. Any negotiation with representatives of restricted or franchised players is also forbidden.

This essentially means free agency begins at midnight. Even though no contracts can officially be signed until Tuesday, there is nothing to stop teams from agreeing to contracts that can physically be signed in a few days.

New NFL memo contradicts plain language of revised rules

If it wasn’t so pathetic, it would be funny.

After years of looking the other way despite blatant tampering in the days and weeks prior to the official launch of free agency, which often featured the negotiation of multi-million-dollar contracts in a matter of minutes and/or the instantaneous making and execution of travel plans to visit teams, the league has created a three-day window during which negotiations may occur between teams and agents representing free agents.

The “2013 free agency questions and answers” published by the NFL on Thursday plainly state: “Beginning at 12:00 midnight ET on Saturday, March 9 (i.e., after 11:59:59 p.m. ET, on Friday, March 8) and ending at 3:59:59 p.m. ET on Tuesday, March 12, clubs are permitted to contact, and enter into negotiations with, the certified agents of players who will become Unrestricted Free Agents upon the expiration of their 2012 Player Contracts at 4:00 p.m. ET on March 12. However, a contract cannot be executed with a new club until 4:00 p.m. ET on March 12.”

This language does not prohibit the finalization of an agreement in principle, with the formal contract execution coming the moment the close strikes 4:00 p.m. ET on Tuesday, March 12. Thus language implies that everything can be prepared by Tuesday at 4:00 p.m. for the prompt execution of the formal contract.

But even at a time when tampering has been rampant and blatant (as anyone who attended the Scouting Combine and/or stayed at one of the hotels swarming with team employees and player agents knows), the NFL has reportedly warned teams not to strike agreements in principle with agents before 4:00 p.m. ET on March 12.

The memo sent Friday to all teams, a copy of which PFT has obtained reiterates that “no contract can be executed until 4:00 p.m., New York time, on March 12.”

In the next breath, the memo explains that “prior to the beginning of the new League Year it is impermissible for a club to enter into an agreement of any kind, express or implied, oral or written, or promises, undertakings, representations, commitments, inducements, assurances of intent or understandings of any kind concerning the terms or conditions of employment offered to, or to be offered to, any prospective Unrestricted Free Agent for inclusion in a Player Contract after the start of the new League Year.”

So what the hell are the teams and agents supposed to be negotiating?

The limitation in the document dubbed PP-28-13 contradicts the plain language of the rule articulated in PP-26-13. If the original limitation was that no contract may be executed before 4:00 p.m. ET on March 12, the notion that no verbal understandings may be reached by then guts the rule. And turns common sense on its head.

The most amazing aspect of PP-28-13 is the threat of a “tampering investigation.” When it comes to tampering investigations, the league has been impotent for years, pursuing only the most blatant, defiant, and/or idiotic instances of tampering and turning a blind but knowing eye to countless instances of it.

The NFL doesn’t pursue tampering cases in part because everyone does it. So now, out of the blue, the NFL threatens a tampering investigation against any team that reaches a tentative agreement during a period expressly allowing everything short of a signed contract? Really?

It’s a joke, but it all points to something former Chiefs G.M. Scott Pioli first mentioned last month on Pro Football Talk: The league is building toward a contrived “signing day,” on which players will announce that which previously was unknown to anyone except the player and his family.

Still, it’s impractical in this context, and we can’t imagine that a sudden wave of huffing and puffing from a league office that has little capacity to blow anything down if the teams are discreet will keep teams from striking informal deals and then getting the word out in order to scare other teams away from the player.

Obviously, we encourage discreet defiance. In part because I just slept three hours so that I could stay up all night and write about the agreements in principle that, prior to Friday’s memo, the new rules clearly allowed.

If Wallace is signed by New England, it could be a blow to Wes Welker’s hope of re-signing to the Patriots.

It'd make sense for the Browns to sign both Avril and Kruger as their OLBs so they can address other needs in the draft, like the lack of a decent CB to play with Joe Haden. If they can get one, or both of these guys, they can give Brandon Weeden (lol) some weapons, or choose to address a terrible secondary.

Man, I don't envy the Browns right now.

Bouldin had an outstanding year. No doubt. So did McKinnie, Birk, and Williams all of which will not be contributors next year. Add to that no Lewis, a declining Suggs, Reed status, and playing the # one schedule.....Like I've said, Baltimore has issues too. So do the Browns, Bengals, and every other team in the league.

I don't look for us to be a superbowl contender next year, but we will be competitive. Players come, players go, the teams with the best systems will win more often than not. There is no team that has done it as well for as long as we have. Have some faith.

What loyalty does any team have toward the players? What loyalty do us fans have when a player isn't up to scratch? The team will simply cancel their contract. The fans will scream "Get their F'in *ss off the G*D D*mn Field!!! There is no loyalty towards the players, why should anybody of a sane mind expect loyalty in return?

These players are worth exactly no less than the maximum amount somebody is willing to pay them. If I were a player, frankly, I couldn't give two rips about the team, with the exception of the relationships you have with your teammates, and the fans even less.

Bouldin has been around for a long time and when healthy, is a dang fine player. He deserves all he can get out the remaining time he has left.

Multiple sources are now reporting, with considerable certainty and confidence, that the Minnesota Vikings are in the process of trading Percy Harvin to the Seattle Seahawks. Supposedly it's about as done a deal as Mike Wallace to Miami

CBS Sports' Jason La Canfora reports the Seahawks are shopping KR/RB Leon Washington.

We could see this coming after the acquisition of Percy Harvin, who is just as potent in the return game. Washington has a $2.875 million cap number, and that's too expensive for a No. 3 running back who may or may not be used on returns.

Washington, 30, finished second in the NFL with his 29.0 YPR average on kickoffs in 2012. He might be able to fetch a late-round pick.

Pittsburgh Steelers will likely host Dan Connor

Former Carolina Panthers linebacker Dan Connor received his walking papers from the Dallas Cowboys after both sides failed to agree on a new deal. The Cowboys wanted to restructure Connor’s contract and cut some more cap space, but they ended up cutting cap space in a different way by releasing him. Yeah, it sounds like Connor didn’t exactly want to take a pay cut on the two-year $6.5 million deal the backup LB signed.

Connor ended up starting due to injuries to Sean Lee and Bruce Carter, but he was quite poor and uncharacteristically bad in run defense. An incredible downhill run-stopper with the Panthers, Connor looked nothing of the sort with the Cowboys last season, and he looked almost as bad as Brady Poppinga out there in run defense.

But Connor has plenty of upside after showing his talents with the Panthers earlier in his career. With better coaching and a better environment, there is a good chance of success for him

A steady tackler with excellent technique, Connor will come on the cheap and could be the Steelers answers to the slot next to star Lawrence Timmons at inside linebacker.

i'm jealous of that one. The Browns are very slowly and quietly building a really strong team. I like Kruger. Very solid.

i'm jealous of that one. The Browns are very slowly and quietly building a really strong team. I like Kruger. Very solid.

The Browns' offensive line is still a joke. They have Joe Thomas and after him, it's a bunch of nobodies. Their front 7 is getting better, I'll give ya that, but that secondary aside from Joe Haden (who I think is ridiculously overrated) is still bad. Bad. Their offense has no weapons aside from Trent Richardson and, oh ya, Brandon Weeden is their starting Quarterback.

The Browns aren't scaring anyone. They're still a mediocre team with a mediocre head coach who couldn't use Cam Newton properly. I can't wait until the offseason is over and we can stop worrying about the fucking Cleveland Browns.

Yeah, and we all know how successful paper champions are. Just ask the Eagles of the past couple years. Until they prove otherwise, the Cleveland Browns are still the worst team in the AFC north.

his skills or abilities havent declined, its just the rule change with wedges and moving the KO line up have hurt all returners across the league.

players like hester and cribbs are no longer as valuable as they once were. not their fault though.
