Steelers place cornerback Ratliff on inactive list

The only surprise among the Steelers inactives for today's game against the Bengals — and it is a mild one — is cornerback Keiwan Ratliff. Travis Kirschke is out, as expected, for a second consecutive game because of a calf injury.
