not necessarily. here is something popular with alot of defenses-

the #1 CB will single cover the #2 wr all by himself.

the #1 WR will be double teamed (or bracketed) with the #2 CB and a safety.

the thought being that 2 defenders is usually better than the best CB, therefore both wr's (especially in a 2 WR set) have your best recources of coverage spread out as evenly as possible.
