That's a major reason why they struggle on the offensive side of the ball. There's a large percentage of the money that goes to the defense. That means that on top of the offense working at a major disadvantage, when the defense needs a major retool, you better be right on almost all your moves. It also means you better do well in the draft to restock and hopefully find some immediate help.
