It's easy to mock what the Raiders are doing since they have been bad for so long now and there was 'hope' with all that cap space.
However, if what they're doing is going through a 'true' rebuild by stop-gapping options for another 2-3 years until they develop their own nucleus then moves like these are completely justifiable.
More than likely no amount of FA signing would 'save' this franchise in a season (or two). So the moves they have made are just to remain semi-respectable without killing itself financially.
In 2-3 years they will probably still be picking in the top-7 of the draft and will again have cap space. Of course, if they draft well in that time then they should have a solid corps to build upon (in theory). Maybe then they'll be able to return to respectability.
