A lot of those teams that you're talking about do a lot of finagling with the contracts and are usually back end loaded. Meaning by the time the back end of the contract comes around that player is going to get cut and the team will pay the difference or they can be traded away, but good luck finding someone to take over the ridiculous contract.

A prime example of this is the 49ers, they are now paying the price though because the outrageous contracts can't last forever and you usually end up suffering in the long run. Next to follow suit will be the Redskins.

What these teams try and do is build a winning ball club, get the ring, and fall back to mediocre.
