Kind of sounds like they were working on "fit". Basically when you hear analysts talk about "hand placement" it means where they position their hands when hitting the defender. So they go at a hypothetical movement around 2/3 speed like you say and practice aiming where to properly get their feet, hands and helmet aligned before delivering a block.
