Well it's more then just the fact that he was a star. It's the fact that he was a star, plus his family is pushing it, plus they f***ed it up the first time around. If you eliminate the last two reasons, they would have dropped it right away. If you drop the star factor but keep the other two the Army would just stall everybody to death and get away with it because of little press.
The big thing here is his family. They keep pushing.
