I don't have the exact rule, but here's what's on Mike Pereira's twitter feed:

CIN/PIT You can't simulate shooting a bow and arrow just like you can't simulate shooting a gun. Also, can't go to the ground to celebrate.

Another stupid decision by Ben - he coud've easily run for the 1st down - wide open for him to pick up 6-7 yards.
