I believe this issue is partially a result of the ever changing rules in favor of more scoring. The rule changes seem to increasingly handcuff the D (in the name of Safety & Scoring), its all about the offense (or QB).

if I remember right wasn't some of this dew to restructuring of contracts the reason some Steelers player have a high cap numbers.

I got no problem with how much they're paid. Its up to the team to negotiate a reasonable contract with players, regardless of position. Capping pay would be akin to giving the owners a cop out. A player's worth what you pay him.
