Since Worilds signed the transition tag, he is a Steeler next year. That's good news. They are talking long term and I am sure that could be close considering Worilds signed the transition so quickly.

My guess is they will see if they can keep Woodley one more year to see if Jones is ready. Not going to be easy but it makes sense.

Linebacker Jason Worilds today accepted his one-year transition contract tender with the Steelers, locking him into them for at least the 2014 season.

Steelers have the right to match any offer Worilds receives by applying transition tag- if he gets an offer that Steelers do not elect to match he is gone - for that reason they cannot move on Woodely yet

Analysis here by Jason La Canfora

Steelers play it smart with Worilds: The Steelers realized there was a lot of interest out there in Worilds, and they are already spending big at the linebacker spot. Unlike the Browns, they don't have the cap room to easily carry Worilds at a $9.75 million transition tender (once he signs it). But he is a promising player, coming into his own last season, and they develop linebackers better than almost anyone. At least now if they lose him -- a heavily front-loaded, cap-heavy offer sheet might be enough to pry him away -- they do so being able to match the offer if they so choose. They can at least go down swinging (and a year ago, in a similar cap-crunch, they were able to match a deal on receiver Emmanuel Sanders, a restricted free agent at the time).

He signed the tag, though - he's on this team for this upcoming season. He isn't a free agent anymore.

The only thing that he can now negotiate is a long term deal with the Steelers.

Seriously though, since the tag has been used once since '08 ('11 on Ayers, in '08 by us) it's sort of confusing to get exactly what is going on and what it means.
