I agree - there's no question in my mind that teams tank games to try and improve their chances in the lottery. That's why they should at least think about going to an unweighted system - an equal number of ping-pong balls for every team in the lottery. There would absolutely no incentive to lose in that scenario, but then it all comes back to the question of fairness. A team in the Western conference that goes .500 (41-41) stands a very good chance of missing the playoffs and winding up in the lottery, while a team with the same record in the Eastern conference could wind up as high as the conference's 5th, or even 4th seed in the playoffs. I don't think a team that wins 40 games should have a chance of getting a higher pick than a team that wins 15 games either. There is no real easy solution to make it completely fair and at the same time eliminate the incentive for teams to tank games.
