Again, in a severely down year, the Big Ten still equaled the ACC in top 25 representation. So, at best, you could maybe say they were equal. However, it's much more accurate to judge these trends over multiple seasons because single seasons are subject to pretty wild fluctuations.

Penn State doesn't miss out on these prospects on purpose. A lot of top programs recruit the state of Pennsylvania
And they dont always miss out on them They get a ton of recruits from New Jersey and Maryland because they are close by and a better school than any in those states |

It is interesting that they take so much talent from one other state. But the KEY to success in a populated state is securing your own best in-state talent.
Out of 20 recruits in 2008, OSU's breakdown was: Ohio- 9 Florida- 4 Maryland- 1 Texas- 1 PA- 2 GA- 1 MN- 1 Illinois- 1 It's like that every year. If you look at teams like Nebraska and Oklahoma, it's the same. They recruit some top guys from other states, but their bread and butter is wrapping up their own best in-state players.
