If Harrison would have led with his shoulder instead of his head, there would have been no penalty. The rule is dumb because he hit Fitz in the chest but it is what it is.

I would like to see you lead with your shoulder when your head sits on top of it. What NFL players need to is to decapitate themselves first, then throw their bodies forward. Stupid frickin head....always leading the way. The next time I bend down to tie my shoe, I'm going to try to leave my head up top and lead with my chest.

Maybe it would be easier just to give the opposing coach an extra flag to throw to cash in a "Harrison hit" at his own choosing. At least we'll know one's coming.
