Kevin Huber's season came to an abrupt and violent end Sunday night when the Cincinnati Bengals punter was leveled by a block during an Antonio Brown touchdown return.

Dean Blandino, the NFL's vice president of officiating, has confirmed what had been speculated upon: Pittsburgh Steelers linebacker Terence Garvin should have been penalized for the vicious hit.

"Huber, he's a punter. And the key is he's defenseless throughout the down," Blandino said Tuesday on NFL Network's "NFL Total Access." "So even though he's pursuing the play, he still gets defenseless-player protection. You can't hit him in the head or neck, and you can't use the crown or forehead parts of the helmet to the body."

On the play, Garvin lines up Huber then goes up high, driving his helmet under the punter's facemask. Huber suffered a broken jaw on the play and might have cracked a vertebrae. He's been placed on injured reserve.

"This is an illegal block. It should have been a flag for a 15-yard penalty," Blandino continued. "You'll see the close-up where you can see the contact to the head or neck area. So this will certainly be a point of emphasis this week, especially with our referees who are responsible for the punter on plays like this.

"We have to watch the punter, he's defenseless," Blandino added. "And we want to flag hits like that."

Garvin can safely assume a FedEx envelope will be sitting on his locker stool in the near future.

so is it because he's a punter or the block itself is illegal ?
if punters and kickers are off limits to blocks they shouldn't be allowed to interfere with the play after the kick.

My thoughts exactly.

Most NFL punters are actually pretty damn big, and they could do some damage if they wanted to. Making them "defenseless" till the end of the play is HORSESHIT.

Might as well have them leave the pads off and wear a giant tampon.

And another thing, what exactly defines "leading with the helmet" ? When you are running full speed, your body's natural range of motion is to slightly lower your head when your neck muscles contract. Are you supposed to run backwards and lead with your ass???

I'm assuming it's because he's a punter and therefore a defenseless player throughout the play. The block then becomes illegal because there was contact to his head, although that was due to his head whipping forward.

I'm guessing it would have been legal if the block was lower.

Then they need to make a rule that the punter CAN NOT tackle or make contact with any other players on the field during punting situations.

Terrance Garvin should've been drafted to begin with. Why the NFL thinks he's a linebacker I have no idea. I'm a faithful mountaineer fan and Garvin made big play after big play from the secondary. The secondary. Some are saying he targeted the punter. Please, Garvin would hit anyone on the field like this. That's a fact. That's the kind of physical player he is.

Here this, a hit, block, obstruction, whatever one would call it will always look worse when the player receiving it has no awareness.

Kevin Huber was going to attempt to make a play on Antonio brown and the only person he was focused on AB. He had no awareness for any other player on the field, no awareness of field position, no awareness.

Apparently the rules committee doesn't comprehend the idea behind lowering your center of gravity.

I bet the term "defenseless" is defined specifically in the rulebook. Words and terms are thrown around and the masses (myself included) do not know exactly what the term implies. I don't think it means the player cannot actually "defend" himself. I would be curious to know exactly what the term means.
