The guy is obviously talented but seems to be hugely injury prone - if I remember right he was a starter one year in the SB.

Any player you have any intention of keeping and playing in the near future had better receiver the 2nd round tender - anything less and you might aswell cut them.

It seems to make sense to me. If you are right on the edge of the decision on whether or not to re-sign someone, and they DO have talent. Then offer them the mediocre pay, and possibly get a draft pick out of it all. If no one offers, then you still have the player and he IS NOT setting any records with his pay. What the Pats are doing makes pretty good sense to me.
