When you post a new thread - have a look down the bottom of the page it should say 'Post a poll'.
A quick word of warning : you have to already know what the options for the poll are going to be and how many of them you are going to have - if you take too long to post them then the system prevents you from adding a poll - a weird quirk. If you get really stuck ask a mod to add the poll on for you - they can do it anytime.
