Sounds like a stupid law to me, one more chance to bring in revenue. Ticketing passengers in no way improves the safety on the road.
It may not make the roads safer but it does bring into accountability now for one's actions regardless if it's actually getting behind the wheel or handing the keys over to another drunk driver.

I think he and his brother-in-law should be in the same cell! Let's make athlete's as accountable as we make the every day joe!

No worries there - I wouldn't lend my car to anyone except in an emergency situation. A night carousing at the local gin joint doesn't qualify.
