Default Hines Ward Jersey #15

I was looking through my Sports cards yesterday, which i havent looked at in a couple of years. I noticed Hines Ward rookie card with him wearing the number 15? Can anyone tell me why he switched or did he ever actually play a game with that jersey? Thanks.

Did some more research (http://www.jockbio.com/Bios/Ward/Ward_bio.html) and Cowher wasn’t sure where to play Hines at first, and was tempted to make him a Slash-type player, he started on Special Teams. He probably wore 15 because that would have him eligible to play QB and WR ( he played QB in college)
