Details thin on stimulus contracts


WASHINGTON — Although President Obama has vowed that citizens will be able to track "every dime" of the $787 billion stimulus bill, a government website dedicated to the spending won't have details on contracts and grants until October and may not be complete until next spring — halfway through the program, administration officials said.
Recovery.gov now lists programs being funded by the stimulus money, but provides no details on who received the grants and contracts. Agencies won't report that data until Oct. 10, according to Earl Devaney, chairman of the Recovery Accountability and Transparency Board, which manages the website.

Devaney told a House subcommittee Tuesday that it will be a challenge to have the site ready to present spending data in five months. He said after the hearing that the board doesn't have enough data storage capacity, for example.

Rep. Paul Broun of Georgia, a Republican serving on the House Science and Technology subcommittee, criticized the administration's decision to require reporting of only the first two recipients of stimulus spending. Broun said that means if the money goes to a state and then a city, the identities of the city's contractors will be unavailable.

Devaney said that after the first data become available in October, the board will wait six to nine months for the White House Office of Management and Budget to issue new guidance on how far down the spending chain the money must be tracked. "I'm going to push them for as much data as possible," he said.

Devaney's spokeswoman, Nancy DiPaolo, said the website may not be completed until next spring.

The board solicited ideas for the site last week during an online "national dialogue" that drew 542 ideas and 1,330 comments. The suggestions included adding mapping tools and other software to allow users to search the data.

People accustomed to getting easily searchable information quickly could be frustrated, said Greg Elin of the Sunlight Foundation, which is part of a coalition pressing for better access to spending data. "If we have to wait until October to get the information or to the end of the year to get a powerful recovery.gov site, the Obama administration will have missed an important opportunity," Elin said.

The site currently lists total amounts available and already spent — as of last week, $72.2 billion available and $15.4 billion spent. There's also an interactive map showing allocations for each state.

As with all federal contracts, information about stimulus contracts is available on the Federal Procurement Data System's website, but that data is not available on recovery.gov.

In addition, 29 federal departments and agencies provide stimulus spending information. The quality of those websites varies, from a list of news releases and planning reports from the Justice Department to a chart detailing major programs and a clickable map with state-level funding figures on the Energy Department's site.

The 50 state stimulus websites also differ. Most of Mississippi's site, for example, is taken up by a message from Republican Gov. Haley Barbour noting he opposed the stimulus.

Texas, by contrast, has a site featuring links to information about applying for stimulus grants and contracts.

Elin said the Obama administration is moving relatively quickly to gather and present massive amounts of data. Nevertheless, executives at Onvia, which collects government contracting information for its clients, are skeptical that recovery.gov can meet the administration's goals. Onvia, which is posting stimulus-related data on its recovery.org website, took much longer to develop its systems, said Eric Gillespie, Onvia's chief information officer.

"It's really, really hard," Gillespie said, "and it's taken us 10 years to figure out."

A new proposal in Congress is threatening fines and jail time for what it calls "cyberbullying" – communications that include e-mails and text messages that "cause substantial emotional distress."

The vague generalities are included in H.R. 1966 by California Democrat Linda Sanchez and about a dozen co-sponsors.

But it already is being condemned as unconstitutional, unrealistic and probably ineffectual.

At Wired.com, in a report labeled "Threat Level," writer David Kravets criticized the plan to demand "up to two years in prison for those whose electronic speech is meant to 'coerce, intimidate, harass, or cause substantial emotional distress.'"

"Instead of prison, perhaps we should say gulag," he wrote.

Such limits never would pass First Amendment muster, "unless the U.S. Constitution was altered without us knowing," he wrote. "So Sanchez, and the 14 other lawmakers who signed on to the proposal are grandstanding to show the public they care about children and are opposed to cyberbullying."

The plan is labeled the Megan Meier Cyberbullying Prevention Act, after the 13-year-old Meier, whose suicide last year reportedly was prompted by a woman who utilized the MySpace social networking site to send the teen critical messages.

The defendant in the case, Lori Drew, was accused under the Computer Fraud and Abuse Act.

"Sanchez's bill goes way beyond cyberbullying and comes close to making it a federal offense to log onto the Internet or use the telephone," Kravets wrote. "The methods of communication where hostile speech is banned include e-mail, instant messaging, blogs, websites, telephones and text messages."

"We can't say what we think of Sanchez's proposal," he said. "Doing so would clearly get us two years in solitary confinement."

Wrote a contributor to the Wired forum page, "If passed, this legislation could be easily abused with the effect of criminalizing all criticism. You probably [couldn't] even criticize the legislation itself because it would cause Sen. Sanchez emotional distress or possibly be considered a form of intimidation."

The bill, which has been referred to the House Committee on the Judiciary, states, "Whoever transmits in interstate or foreign commerce any communication, with the intent to coerce, intimidate, harass, or cause substantial emotional distress to a person, using electronic means to support severe, repeated, and hostile behavior, shall be fined under this title or imprisoned not more than two years, or both."

It states: "Cyberbullying can cause psychological harm, including depression; negatively impact academic performance, safety, and the well-being of children in school; force children to change schools; and in some cases lead to extreme violent behavior, including murder and suicide."

I know I, for one, really feel a lot safer knowing that the government is watching over my every move on the internet, protecting me from those big mean cyberbullies. And we all know the government never makes mistakes...so I'll sleep a lot better tonight.

You forgot to mention the daily beatings given to TIMMAH in the Blast Furnace. Good Lord, if I'm in jail who is going to raise my daughter a STEELERS FAN? HTG - you're going to have to move to FL and help my wife with the child rearing sports department.

Work-Life Balance a Challenge, Says Michelle Obama, But Having White House Staff Helps

First lady Michelle Obama called her "current life" in the White House "a very blessed situation, because I have what most families don't have -- tons of support all around, not just my mother, but staff and administration. I have a chief of staff and a personal assistant, and everyone needs that."
"Everyone should have a chief of staff and a set of personal assistants," Obama said with a laugh as she spoke before a crowd of business executives meeting today during a "Corporate Voices for Working Families" conference at the Mayflower Hotel in Washington.

Along with the issues of community service and military families, Obama has said as first lady she wants to focus on the struggles of working families.

During her 10-minute speech, Obama advocated for sick leave for parents, flexible work hours for employees and on-site child care, which she said "is something that keeps many of us up at night....You're just wondering where are we going to put our children where we feel like that they're being safe, that they're safe and being loved. That will relieve many of the stresses that parents feel on the job throughout the day."

Obama said she personally knows the challenges of balancing work and family "trying to do a good job at both -- and always feeling like you're not quite living up to either -- and trying not to pit one against the other, really trying to balance."

She called herself someone who strives to do more than 100 percent at work. "If people here are like me -- I call myself a 120-percenter. If I'm not doing any job at 120 percent, I think I'm failing. So if you're trying to do that at home and at work, you find it very difficult and stressful and frustrating."

Obama told the story of her own childhood, growing up in Chicago with a father who worked as a city employee at a time when he could make enough money to allow her mother to stay home with the children.

That's a hard-hitting and gritty piece of journalism really getting to the roots of the problems facing this country...thanks WP for your journalistic integrity.

Now, after that POS puff piece, will SOMEONE please call the President to the mat for lying to the Chrysler workers who are losing their jobs a few days after he promised no job cuts in the bankruptcy? If Bush pulled this shit, you'd hear NOTHING but anti-Bush rhetoric 24/7 for a week...

Not funny: Barack Obama laughs at Wanda Sykes "joke" about wanting Rush Limbaugh dead

What was Wanda Sykes thinking? Perhaps more to the point, what was President Barack Obama thinking when he laughed and smiled as the comedienne wished Rush Limbaugh dead?

Although the Left is reporting her White House Correspondents' Dinner speech as "taking shots" at Limbaugh and mocking everyone, that's a gross misrepresentation of what turned into a hateful and disgusting diatribe.

I was at the dinner and I began by laughing at Sykes's gentle teases about the press loving Obama so much they never capture him on film smoking but often seem to get him on the beach.

It was amusing when she quipped that Obama trying so hard to be all things to all men that the next thing is he'll be seen mowing the White House lawn.

But the speech took a very ugly turn when she laid into Limbaugh.

This is what she said: "Rush Limbaugh said he hopes this administration fails, so you're saying, 'I hope America fails', you're, like, 'I dont care about people losing their homes, their jobs, our soldiers in Iraq'. He just wants the country to fail. To me, that's treason.

"He's not saying anything differently than what Osama bin Laden is saying. You know, you might want to look into this, sir, because I think Rush Limbaugh was the 20th hijacker. But he was just so strung out on OxyContin he missed his flight."

She then concluded: "Rush Limbaugh, I hope the country fails, I hope his kidneys fail, how about that? He needs a good waterboarding, that's what he needs." Obama seemed to think this bit was pretty hilarious, grinning and chuckling and turning to share the "joke" with the person sitting on his right.

There's not much room for differing interpretations of what Sykes said. She called Limbaugh a terrorist and a traitor, suggested that he be tortured and wished him dead.

What was his crime? Hoping that Obama's policies - which he views as socialist - will fail.

That's way, way beyond reasoned debate or comedy and Obama's reaction to it was astonishing.

Imagine if a comedian "joked" that Obama was a terrorist who was guilty of treason and should be tortured and allowed to die. There would justifiably be an outcry.

But when the "joke" comes from a liberal, Obama-supporting comedienne and the target is a right-winger then the likes of Hilary Rosen and Donna Brazile are on CNN saying it's just comedy and Limbaugh is "fair game".

And Obama laughing when someone wishes Limbaugh dead? Hard to take from the man who promised a new era of civility and elevated debate in Washington.
