lol. it depends... is there an actual hat?
i would guess it depends on if a player "declares for the draft" and hires an agent or choses to represent himself. being that he wasnt drafted (UDFA), he has automatic right to sign with whichever team he whishes. assuming he were drafted, it looks like he gives up those rights and must sit out to re-enter the draft the following year.

Once a player is drafted, that team holds the contractual rights to that player for one year.
They can sign the player to a contract, trade the contractual rights to another team, or outright release the contractual rights making the player a free agent. If the player refuses to sign a contract with the team that drafted him, he sits out the season and re-enters the draft. If he plays professionally in another league (Canadian, Arena, etc.) instead of signing with the team that drafted him....the team that drafted him holds his NFL contractual rights for the same year. However after that year, he becomes a free agent and can sign with any NFL team he wants. That is how I have always understood it at least.
