Default Cartoon Identity

I woke up this morning and for some ridiculous reason the phrase "ooh ooh Mr.Peavely"(not sure of spelling) kept going round in my head!
I`m not 100% certain but I think it was from a cartoon.
Can anyone here identify the voices in my head?
Addressing the important issues of the day with sherlock ha!!!!!!!

Yes,I do believe it was The Hair Bear Bunch.
I think it was one of the zoo-keepers` catch-phrase.
