NEED SOME HELP FOR CINCI GAME

I have a flex spot open and it's a non-ppr league. Mendy or HInes? I was thinking Mendy because of getting more opportunities. But Ward has the better matchup. I'd appreciate your choice and why?

As a general rule I would take a starting RB over a WR any day.
