Default Harbaugh's sneaky move

How about Harbaugh throwing the challenge flag to slow down the Steelers lining up on 4th and 1 quickly and then did not challenge? Nice move by Harbaugh, but the officials should have forced him to use the challenge or called a delay of game. It didn't matter because Ben got the first down, but the league should look at this because it's Belicheat-like.
